Preheat the oven to 350°. Spray a 9x13 inch pan with cooking spray.
In a large bowl combine the flour, sugar, brown sugar, baking soda, baking powder, cinnamon, nutmeg and salt. Whisk them together until everything is incorporated.
Pour the oil into the mix and stir until you have a moist crumb mixture.
IMPORTANT! Set aside 2 cups of the crumb mixture.
Add the egg, buttermilk and vanilla to the original mixture.
Stir until the mixture turns into a cake batter. Be careful that you do not over mix.
Pour the batter into the greased 9x13 inch pan.
Sprinkle the top evenly with the crumbs you set aside.
Bake for 30-35 minutes or until a knife inserted near the center comes out clean.
